Research and data-driven insights are often used to help make important decisions. An index helps contextualize data, report trends, and benchmark performances across industries, economies, and social practices.

In governance, data-driven insights are particularly crucial to not only measure performance but also track the progress of development, growth, and reform. Such reports can measure and present a concise and summarized view of both aggregate and individual indicators that influence government practice.

While an index report has the ability to fulfill many functions and needs, it can be useful in helping improve governance performance and structure in more ways than one. Some of the ways in which indices can be helpful in government practice are listed below.

Raise awareness about the current state of affairs

One of the primary goals of an index report is to provide an overview of existing conditions of a particular aspect such as the economy or social progress. The report catalogues the current level of progress and development of a country or region. It can help summarize the performance of a particular country and inform the citizens, government, policymakers, and other important stakeholders of the state of affairs in their country.

The report on Human Development Index informs people how their country fairs in key elements of healthy life expectancy, access to education, and provisions for a decent standard of living. This information in turn can lead to guiding important policy decisions to improve the quality of life of the citizens and make concerted efforts for development.

Index reports can facilitate policy decisions by offering new critical insights into a country’s socio-economic landscape. When data is accurately constructed and assessed it can be translated into information that is actionable for policy decision-making. Indices can play a pivotal role in evaluating existing practices in a country. Since indices measure government performance through public services, economic growth, and social development, they can also help identify core strengths and weaknesses in these dimensions. Indices and data-driven report scan direct actions for reform and growth by highlighting areas that need to be improved.  

The data set provided by the Worldwide Governance Indicators helps measure countries on governance related dimensions such as voice and accountability, regulatory quality, political stability and absence of violence and terrorism, rule of law, government effectiveness, and control of corruption.  

Similarly, the SDG Index tracks the progress of countries towards achieving 17 sustainable development goals. Governments can identify goals where they are lagging behind and take immediate action to improve their progress levels.

Encourage public engagement and transparency in governance

Finally, an index report can create awareness of important issues since it has the capacity to both evaluate important dimensions of progress and development and communicate the results to the public at large. It can help stimulate public debate and engagement, creating a space for dialogue, and participation.

With public debate and awareness, governments are pushed to provide transparency and accountability to the people. Government actions are more carefully assessed and reviewed in the public domain, incentivizing them to perform better and improve the state of governance and development efforts.

The Rule of Law Index examines countries on their adherence to the Rule of Law through factors such as constraints of government power, absence of corruption, open government, fundamental rights, order and security, regulatory enforcement, civil justice, and criminal justice. Countries with higher scores showcase better justice systems than those that display low scores.

The Corruption Perception Index also creates awareness of how transparent and clean public sectors are in countries across the globe. Countries are assessed on measures from access to information about government activities to diversion of public funds, and even bribery.

Indices provide valuable information that can help guide government practice and decision-making in many different ways from raising awareness, encouraging public participation, and government transparency to facilitating evidence-based policymaking. Index reports can offer governments new avenues to improve their performance and make critical decisions to bring about significant change in the system.
